Forum Upgrade

The forum has been upgraded to hopefully reduce the number of fraudulent user accounts being created. In addition, a number of new features are available - instead of providing a laundry list I'm sure it will be obvious.

The performance of the forum will be reviewed over the coming weeks so as to improve speed generally.
